October 10, 2026 The Sri Lanka Government Technical Officers’ Union – Northern Province (SLGTOU - NP) has officially submitted a historic proposal report to the Commission on Public Officers' Salaries and Pensions, established under the direction of His Excellency the President. The report includes key proposals such as the establishment of a new "Sri Lanka Technical Officers’ Service" and a new 'ET' salary code.
Utilizing a rare opportunity provided after nearly 30 years to resolve long-standing anomalies and issues in public officers' salaries and pensions, the Commission on Public Officers' Salaries and Pensions was established by Extraordinary Gazette Notification No. 2494/05 dated June 22, 2026, pursuant to the directive of His Excellency the President. In order to secure a dignified and optimal solution for the salary anomalies and issues faced by Technical Officers categorized under the Sri Lanka Technological Service (SLTS), a comprehensive proposal report has been forwarded.
As an officially registered trade union under the Department of Labour, the "Sri Lanka Government Technical Officers’ Union – Northern Province" (SLGTOU - NP) realistically analyzed and prepared this proposal report in consultation with the "Special Grade Technical Officers’ Association of the Northern and Eastern Provinces." This official report was dispatched to the Secretary of the Commission via registered post on October 9, 2026.
In accordance with the official public invitation issued on September 29, 2026, the constructive ideas and proposals collected from various Technical Officers in the Northern Province, as well as members of the Special Grade Technical Officers’ Association of the Northern and Eastern Provinces, have been given primary consideration in this report.
Addressing existing issues in the current salary structure along with realistic solutions.
Clear salary progression methods and career development pathways for promotions.
Specific retirement age limits for Technical Officers.
The primary objective of this report is to establish an independent "Sri Lanka Technical Officers’ Service" to ensure the domain-specific service, professional dignity, dedication, accountability, quality enhancement, and advanced modern technical operations of technical officers in national development.
Considering the field duties of technical officers and contemporary economic requirements, a higher salary scheme with a new 'ET' salary code has been proposed for the "Sri Lanka Technical Officers’ Service."
The salary figures proposed in this report are not directly considered as government-approved salary schemes at present. The monetary value of the official job-evaluation scores in our report has been proposed through systematic benchmarking against appropriate government technical, professional, executive, and specialized salary structures. These figures will be finalized by the Commission on Public Officers' Salaries and Pensions only after conducting direct discussions, studies, and comparisons.
Taking into account the fiscal and administrative impacts on the government, it is stated that these salary reforms should be implemented in feasible and practical ways.
Our union extends heartfelt thanks to all Northern Province Technical Officers who submitted constructive proposals within the deadline, thereby strengthening this historical proposal.
Our sincere gratitude goes to the members of the Special Grade Technical Officers’ Association of the Northern and Eastern Provinces.
We express our heartfelt thanks to the Eastern Province Government Civil Technical Officers’ Union and the representatives of the Sri Lanka Central Province Government Technical Officers’ Union for sending detailed reports containing additional valuable proposals to strengthen our collective effort.
Furthermore, our sincere appreciation goes to the Accountant and all trade union representatives of the Northern Province Trade Union Federation for extending their guidance regardless of time constraints.
We firmly believe that the Commission on Public Officers' Salaries and Pensions, established under the direction of His Excellency the President, will thoroughly consider these proposals and take appropriate action to win the rights of Technical Officers—who play a vital role in Sri Lanka’s infrastructure development and technical sectors—and to create a dignified working environment.
